Our combined past performance from our parent corporation and Minto Global Leadership includes information technology, construction services, construction management, professional service, remediation services, facility services, infrastructure management, and emergency and disaster recovery.

As the Minto Global president, Matthew Fagnani has been in executive positions and business operations for more than 30 years and brings relevant management experience to Minto Global, LLC.
As the Past CEO of the Aleut Corporation, he provided direct management to the Aleut Subsidiaries that provided service through the SBA 8 (a) program. Areas of performance; Information Technology, Construction, Remediation Services, Facility Services, and more with project locations throughout the United States, Alaska, and overseas.
Throughout his 30-plus-year career, Matthew has held many leadership positions within state government, federal contracting, and Alaska’s natural resource industry (Oil, Gas, and Mining). He spent more than 25 years with the Alaska Regional Corporations recognized by the Alaska Native Claims Settlement Act (ANCSA), including NANA Development Corporation and its family of companies.
Most recently, Matt served the State of Alaska Governor Mike Dunleavy on his Alaska Economic Development Team and was the Director of Economic Development for the Alaska Department of Commerce, Community, and Economic Development.
Matthew is an Air Force veteran, serves on the American Red Cross of Alaska Board of Directors, is a past board chair, and is an Honorary Commander at Joint Base Elmendorf Richardson for the Navy Operational Support Center, Anchorage.

Small Business Administration 8(a) Program
The 8(a) Program – named for Section 8(a) of the Small Business Act – is designed to assist small, disadvantaged businesses, including firms owned by Alaska Native Corporations, to compete in the marketplace. It’s also intended to assist such entities in accessing federal and private procurement markets.
The program’s primary focus is to provide business development support, such as mentoring, procurement assistance, business counseling, training, financial assistance, surety bonding, and other management and technical assistance to qualified firms. The ultimate objective is to prepare small, disadvantaged firms for procurement and other business opportunities.

· Sole Source provides a simplified and accelerated procurement process
· ANCs not subject to $4.5M cap on Sole Sources
· ANCs current threshold for Sole Source contracts is $100M for DoD and $25M for all other Agencies
· Sole Source awards made to ANC 8(a) firms cannot be protested [13 CFR 124.517(a)]
· ANCs are exempt from competitive threshold [13 CFR 124.506 (b); FAR 19.805-1 (b)(2)]
· 5% Incentive Program: DoD Prime contractors are entitled to a 5% rebate when they subcontract work to an 8(a) ANC [(25 USC 1544)

MDC is the managing member of Minto Global, LLC. MDC is governed by an experienced five member Board of Directors elected from the Seth-De-Ya-Ah Corporation Board of Directors to serve 3 year terms on staggered rotations. The Board, management and staff understand that we are building for today’s sustainability and tomorrow’s economic independence with values steeped in Minto’s culture, “Transparency, Trust, Respect and Accountability govern our actions.” Minto Development Corporation is governed by an experienced Board of Directors and management staff accountable to their shareholders. The majority of the 338 shareholders of the corporation reside in the community of Minto or Fairbanks, Alaska.
